Agent Matthias of Kerning City told me he had something to tell me...

Matthias told me this wraps up my work in Kerning City and that I'll need to hand in the Mission Report and Bubbling Doll to Neinheart.

After receiving the report and the doll, Neinheart told me one of Black Mage's men is indeed a Puppeteer, and that this may all stem from him. He then told me this still needs more investigation and asked me to train harder so that I can make myself useful for the upcoming missions.
