Chief Stan in Henesys should be able to introduce you to a training center. Talk to Chief Stan.

There is apparently a place called the Bowman Training Center in Henesys. It's normally only available to Bowmen but Chief Stan says that he will write a letter of recommendation to Power B. Fore, the Training Instructor, so that an exception can be made for you. Go to Power B. Fore in The Hill East of Henesys.
