The item that Hiver was talking about seems to be ready. Go to the Frog House, the Black Wings hideout in Ludibrium Village.

Hiver gives you the pouch containing the spirits and tells you to go the Sky Terrace. He tells you to climb the ladder, placed there in advance by another member, and once there, to release the Black Pouch and free the Free Spirits in order to chase everyone away. He wants you to return to him once everyone's gone...

This is kind of strange. Why does he want to free the spirits? Why chase everyone away?
